Dr. Theogene Rizinde

Dr. Theogene Rizinde possesses over 15 years of experience teaching and conducting research at institutions of higher learning. He  completing his Ph.D. in Data Science at the African Center of Excellence, with a specialization in Artificial Intelligence (AI), Machine Learning, and the application of Data Science in Biostatistics. During his doctoral training, Theogene received extensive instruction in machine learning and its practical applications in the United States, specifically in New York and California. In 2019, Theogene was awarded an Excellent Research Grant for his project, titled "Prediction and Classification of Heart Failure in Rwanda," which utilized hybrid machine learning algorithms. He also served as the principal researcher for a research grant provided by the National Council for Science and Technology of Rwanda. This grant supported a research project focused on "Predicting the evolution, transmission, and outcome of COVID-19 in Rwanda using the SIR model." Furthermore, Theogene actively contributed to the Integrated Household Living Conditions Survey (EICV) Poverty Analysis for Rwanda's Economic Development and Poverty Reduction Strategy report. He conducted a baseline study funded by the European Union, investigating forms of injustice and strategies for prevention in Rwanda, a project spanning from late 2019 to 2021. More recently, he led a study funded by USAID and commissioned by the Legal Aid Forum, which was titled "Towards Just and Effective Expropriation Practices" from the end of 2021 to 2022. Since September 2022, Theogene Rizinde has been engaged in a study titled "The Impact of Information and Communication Technology (ICT) in Accessing Justice in Rwanda," commissioned by the Legal Aid Forum (LAF) of Rwanda in partnership with Kituo Cha Sheria, a Kenyan-based legal advice center.
