Since January 2024, with the support of the SUYANA Foundation, Rwanda Youth Voice for Change (RYVC), in collaboration with Rulindo District, Masoro, and Buyoga Sectors, has been implementing the Community Empowerment Project (CEP). Specifically, the project seeks to empower indigenous and vulnerable populations through integrated educational, health, and livelihood interventions. As the project approaches its conclusion, RYVC intends to conduct an endline evaluation to assess whether the project achieved its intended targets and to identify lessons that will inform future similar initiatives. The evaluation will apply the OECD‑DAC criteria to provide a structured assessment of the project. It will analyze how well the design meets the needs of vulnerable groups (relevance), the extent to which intended outcomes were achieved (effectiveness), the efficiency of resource use (efficiency), the broader positive and negative changes in health, education, and livelihoods (impact), and the likelihood of benefits continuing through community ownership, institutional capacity, and financial viability (sustainability).
